I think the point many people missed in the books is that Harry did not 
even TRY in learning occlumency. He didn't practice when told to and 
WANTED to see what was behind that door in his dreams more then he 
wanted to block it. Many times he was trying to talk himself OUT of 
learning occlumency because he thought knowing Voldemort's thoughts 
would be beneficial to the order, making him refuse to listen to Snape 
and others who told him how dangerous this was.  He was arrogant and 
playing with fire and got burned.  Snape was indeed trying to teach him 
and needs no apology for having a bad student who refused to accept how 
important it was to learn how to shut Voldemort out. Harry spent too 
much time letting his emotions control him, unable to clear his mind or 
put aside his hatred of Snape long enough to realize Snape was trying to 
help him.  In fact, he may have unconsciously  rebelled against Snape by 
NOT practicing or taking it as seriously as he should.

Its clear that Dumbledore could not risk teaching him as it was too easy 
for Voldemort to attack Dumbledore using Harry.  Snape however may not 
have triggered Voldemort's hatred and anger through Harry, making him a 
better choice as a teacher.  Snape triggers Harry's hatred instead.

However, Voldemort might have been causing Harry's reluctance to learn 
occlumency as well, which Snape and Dumbledore should have considered.
