This communication breakdown makes me wonder...If, as Dumbledore 
said, the members of the Order have some sort of secure 
communications with which to contact each other, did Dumbledore not 
have access to this when he got word about the kids going to the 
Ministry?  It seems obvious that he couldn't talk to any of the Order 
members who were already on their way to the MoM.  If he did, he 
would not have had to bother with Kreacher.
