A question about Mundugus?

Perhaps that Harry should be informed about Voldemort's plans.  It 
seems like Sirius felt strongly about that issue.  Or else Mundungus 
was just trying to cover up the fact that he was sleeping during a 
high level meeting; he jerked awake and reflexively voted with Sirius 
(the other bad boy in the group.)     Elle
