A question about Mundugus?

I didn't take that to mean that Mundungus was replying to anything in 
particular.  It was almost as if he was trying to cover up the fact 
that he *had* been asleep, so, in a vain effort to appear as if he 
really had been paying attention, he simply mumbles "I agree with 
Sirius."  Whether he normally agrees with Sirius, who knows?  I do 
get the feeling that Sirius is not particularly bothered by 
Mundungus' oddities, so Mundungus might very naturally feel inclined 
to ally himself with Sirius in whatever discussions the Order folks 
have sitting around the table.
