Who runs from who? 

'Outnumbered' doesn't tell the whole story, if Voldemort himself is
afraid of Dumbledore, if Dumbledore is really has much power, then I
think anyone with a brain would run from him rather than fight him. As
we see from the story, once Dumbledore arrives, the situation is
quickly brought under control. 

Remember in GoF, Dumbledore smashed a solid door with a stunning spell
as well as stunned the man (fake!Moody) standing behind it. Dumbledore
magical power is deep (powerful) and broad (he knows many spells most
wizards will never know). I don't think any wize person threatens him
or challenges him.

Just a thought.
