Who is the barman at the Hog's Head?

In Ootp At the Hog's Head, it is mentioned that Harry recognised the 
barman from the Hog's Head from somewhere, but wasn't sure where.

My theory is that it's Aberforth, DD's brother. He is mentioned twice 
in the books, Gof and OotP, and both times he's apparently seen as a 
joke (the whole goat fiasco, being illiterate) and mentioning him 
twice, the second time with the order, sounds vaguely suspicius.

He's tall, grey-haired, bearded and his pub smells like goats, I think 
that that's enough to at least be interested in the connection.

Why was Aberforth posing with the Order? Why is the barman enemies 
with Mungungus Fletcher? 

Could the black sheep be more than a throwaway joke?

Mundugus was portrayed in this light as well, remember after the 
World Cup him being mentioned as the guy who slept under a cloak 
propped on sticks?


Just a random, semi-logical ranting seeking feedback.
