It bothers me too. When Penelope and Ginny were in danger in CoS, he
lost his head. When Ron was supposedly in danger during the 2nd part
of the Triwizard Tournament, he showed concern. And then suddenly, he
doesn't care about his family at all ? Just a bit too much for me.

Me too.
Here are a few other things that bother me :
1. It's been mentioned over and over again, but Percy isn't mentioned
at all at the end of OoP. he doesn't apologize to his father, he
doesn't sulk, anything. Wouldn't his mom, or one of his brothers have
sent him an owl to try and get him to talk to them again ? And if he
didn't answer, wouldn't they have talked about it ? Well, of course,
maybe all of that happened and we don't know about it because Harry
doesn't care and so it isn't mentioned. Could be.
2. Remember the family picture on Mr Weasley's desk ? It says that
Percy appeared to have walked out of it. Could it be that he went to
another picture of himself, in Percy's office for example ? Maybe
they can exchange messages this way ?
3. In the Daily Prophet at the end of OoP, Fudge himself explains
about LV's return. He seems highly annoyed and embarassed about
having to do it, but still he does it, very poorly. Question : why
didn't he send Percy to do it ? I know such an important piece of
news is supposed to be revealed by the big chief himself, but I can't
help but think it would have been so much easier for him to have
Percy do the dirty job.
Just a few thoughts...
