Many people said much the same thing about Hitler at the 
time:  "Well, I don't quite agree with his METHODS, but you have to 
admit, a lot of his ideas are right. And he did make the trains run 
on time, so he's not all bad..."  It's the old attempt to ride the 
tiger; Fudge may think he can make an alliance with Voldemort, 
telling himself that that's the best way of moderating the 
extremism.  As if Voldemort just needs *taming*!
