I read this as a supporting clue about the importance of Goblin 
Rebellions-- Binns' classes, The Three Broomsticks site, etc.-- as 
several people have theorized that something is upcoming with that 
(whether or not Fudge, Ludo Bagman, or whoever is or isn't 
involved).
