Was the Ron/Fleur thing even a relationships? Besides as others noted 
GoF was more about Ron falling in love with Hermione and getting over 
the fact that he can't have the Human-Veela so I'm thinking that she 
was indeed talking about Ron/Hermione. Also if we are using the 
Harry/Cho and Hermione/Viktor as standards then Ron's crush has to 
last more than one book and the Ron/Fleur thing hardly lasted half a 
book while his love for Hermione which starts in GoF is still there.
