It's also possible that Peter tracked Sirius down. Remember that in
PoA we find out that the official version of events in the Peter
Pettigrew/Sirius Black confrontation was flawed, as we know that
Sirius didn't kill those people.
It's quite possible that Peter planned this confrontation out before
hand--think of how he says "how could you" to Sirius before waving
his wand behind his back, blowing up the street, turning himself
into a rat, and then scampering off leaving Sirius with the blame.
Granted we don't know that much about Pettigrew, but based on what
we do know he doesn't seem like the kind of guy to come up with that
plan on the spur of the moment.
This was the perfect way for Pettigrew to hide, since the DE would
be after him because Pettigrew was, partially, responsible for
Voldemort's demise (responsible as in he sent Voldemort to the
Potters, not responsible for Harry surviving). Having Black thought
to be a crazy murderer also meant that 1) Sirius wouldn't be
believed, 2) he would be viewed in the wizarding world as a hero,
which for Peter must have felt good, even if he couldn't enjoy it as
a rat, and it provided comfort to his parents.
