I think that was in there just because it is funny.  A lot of the 
humor in the books comes from turning the magical into the 
mundane.  The idea that if you are being haunted you can go to 
court and get an injunction against the ghost is funny, just like 
the idea of a government department regulating the thickness of 
cauldron bottoms.  I don't think there's any more to it than that.
