Well, who said he had to be good? Furthermore, he could've used
Voldemort's wand(which is powerful in and of itself) during those
spells for the resurrection. The power of the wand could've
compensated for the fact that it wasn't his own.
I must say, I think Pettigrew's ineptitude is simply relative to the
rest of the Marauders'. They're some of the best in the school,
Pettigrew's maybe a bit above-average, but he LOOKS terrible in
comparison to the best students in the school. And, at any rate, he
has enough power to cast AK, so he can't be completely awful.
