Yup. We're *all* missing a piece of information here. Evidently there was a 
Dark wizard problem around the end of the 19th century who set a standard, and 
Grindlewald, for all fanon's efforts, simply did not measure up. We have yet 
to hear anything regarding this earlier problem, and I very much suspect that 
Rowling will not ever come out and tell us, either.
