Pure conjecture, of course.
I think Sirius Black is "captured" and the fact kept from Harry to prevent him from leaving the Dursleys. By "captured" I mean that he allows himself to be captured at Dumbledore's request (instruction) in order to publicize the fact that Voldemort has returned. Picture it, Black and Dumbledore floo themselves to the Leaky Cauldron (or some other public place). Black is taken into custody and Dumbledore makes a very public stink about Black being innocent and demanding the trial Black never got before. I imagine that Dumbledore has enough public support to force the issue. The trial can then be used to make the case against Peter Pettigrew in a semi-public forum. Note that Sirius Black was unaware of some of the pensieve Death Eater accusations and that it is unclear if that's because they weren't public knowledge or just that he was collecting information more than a decade after the fact and it might not have been mentioned.
What evidence do I have to support this notion? Not much of course. We have the fact that Dumbledore already asked Black to reveal himself (to Snape) and that Black did so willingly. We have the fact that Fudge does NOT believe Voldemort has returned and would therefore presumably not facilitate any call to action by Dumbledore. Other than Ron and Hermione (or perhaps including them) Sirius Black is the person in the wizarding world that Harry cares the most about. In the clip, Hermione says she thinks Harry would be upset with them for not sharing information in letters. They clearly would have heard the news and if Harry were to receive no replies to letters to Sirius he'd probably mention it to them in letters.
