I've been sitting here thinking about it, and I'm not sure I agree.
Say it is true that Binns came back because he was murdered and his
murder hasn't been avenged. If that's the case then couldn't Cedric
come back for exactly the same reason. Maybe souls can't "rest in
peace" if they've been murdered if no one has paid for the

to help HRH defeat Voldemort and then go on. Just a thought. What
does everyone else think?

If all it takes for one to become a ghost is lack of vengence
for their death, then everyone that was killed by LV/DE would be a
ghost. There has to be other considerations. Perhaps where they
died, a place imbued with magic? And when they died, certain time
of day/month/year? Celestrial placements, the phase of the moon :)
