Another possiblity for the provenance of Percy Weasley's first name could be
the Henry Percy of Northumberland who figured so prominently in the life and
reign of Richard III.

To put it bluntly, if this guy was who JKR was thinking of, Percy Weasley's
_doomed._   This Percy always hated Richard Plantagenet for supplanting him
in the hearts of his own traditional subjects, the North Country folk, and
stood aside at Bosworth, allowing Richard to be killed.

Four years or so after the Battle of Bosworth, though, it caught up to
him---he was lynched by a bunch of North Country people who hadn't forgotten
or forgiven his role in R3's downfall.  They'd really _liked_ having a
"North Country" king for a change.

Since I don't think Percy Weasley is evil, I hope this isn't what JKR was
thinking of.
