I also wondered this same point, and through much discussion, here is
what I've decided.
IMO, it must not be common knowledge as to the true identity of LV,
even to the more educated people. In ss/ps Dumbledore refers to
Voldemort as being his proper name, not Tom Riddle. This is while
he's talking to Pro. McG., who is indeed educated.
If Pro. McG, who is in close communication with Dumbledore, doesn't
know, who else would?
