First, Voldemort himself would want to "forget" his identity of Tom M.
Riddle -- he was named after his despised Muggle father, after all. If
he had any supporters from his school days, they might be sympathetic
to this wish. Second, he disappeared after school and was barely
recognisable when he returned to public knowledge in the
sixties/seventies -- in a way you might argue that he wasn't the same
person any longer (at least psychologically).
What I want to know, actually, is How did Dumbledore know? Was he
keeping an eye on Riddle for thirtysomething years, in case he might
be trouble later? Or did one of his spies alert him to it? If the
latter is true he's just protecting his source, if the former I don't
see why he didn't make this piece of knowledge public.
