Fred and George never noticed Peter Pettigrew on the marauder's map,
...edited... Because, otherwise the map would get too cluttered-up.

For example, Harry sees Dumbledore pacing his study and Mrs.Norris,
because he would not want to get caught by either of them while
sneaking out to Hogsmeade.

IMO, the reason I don't think that Fred and George didn't see Peter is that they weren't necessarily looking for him.  I don't have my books with me right now, but when Harry first got the map and tried to get into the hump of the witch, he looked at it several times.  Each time the map changed.  First (again not entirely sure of the sequence since I don't have my books), the map showed Harry standing by the statue of the humped witch.  Then Harry looked at the map a second time wondering what he had to do and the map showed a larger version of himself tapping on the witch's hump with a minute wand.  After tapping the hump and nothing happening he looked at the map again and then he say a speech bubble appear with the magical words to open the hump.

This gives me the belief that the map changes to the needs of the person using the map and shows what they want to see and know.  So it doesn't necessarily show every room and every floor at once.  It shows and labels the rooms of interest to the person.
