I think it's just slightly clumsy wording meaning it sets them as 
DE's apart from all others. It couldn't have been a particlularly 
pleasant experience, "the branding", it would be not only an 
identifier--proof of membership, but also serve a symbol of 
soldidarity between those who'd endured it.
