I agree with this idea if the "last inspection" was not related to "last 
visit." It is completely understandable that the Minister would return to 
Azkaban to assess the situation after a breakout. Why Fudge is so fond of 
the Dementors I'll never know. Harry can't even be in a room with one, and 
Fudge has one in tow.
