Ah...this reminds me of a theory I had a while back,
and somehow forgot to post.
I was thinking about the large age different between
Charlie and Percy, and why Molly pressures the twins
to go into the ministry, a pressure she does not seem
to put into her two eldest.

What if Bill and Charlie are not Molly and Arthur's?
They might be sons of Bilius. Ron said he died after
seeing a grim, but is that story true? 

My theory is that when Arthur and Molly got married,
they could not afford to get a place on their own yet.
Arthur's brother, Bilius had a good job so did his
wife. One of them was a curse-breaker and the other
was studying dragon. They had 2 toddlers, Bill and
Charlie. So they offered Arthur and Molly a room in
exhange of looking after the kids during the day, and
perhaps doing some light house work.

One night in 1970, Arthur and Molly took the children
out, to give the couple some time together. And when
they came home, they saw the dark mark hovering above
their house. 

They then raised Bill and Charlie as their own. When
Arthur got a promotion in his office (or a better
income anyway) they started to have their own
children, hence the large gap between Charlie and
Percy. Also why Molly was ok with her two eldest doing
such dangerous jobs.

An unlikely theory, I know...
