Can ghosts change clothes?

First off, let me apologize profusely if this question has been asked.
I searched the archive in different ways and came up empty. So either
the search engine is useless, or it hasn't been asked in awhile.

I recently re-read the books in anticipation of OoP and was inspired
to create a ghostly fan character. Which got me thinking... Can ghosts
change their clothing?

So I've skimmed through the books because I remember a passage where
Harry notices Sir Nick's neck-ruff. The way it was phrased made me
believe that it was a different neck-ruff from what he normally wears.
Unfortunately, I can't find that passage again or I'd quote it for you. 

When I posted this question on the DarkMark.com messageboard, someone
else brought up the same passage (without quoting) without my
mentioning it, so I know it's not just a product of my imagination. 

Also, to avoid 'evidence' given to support this theory/what have you
related to Peeves.. remember he's a poltergeist and what applies to
him probably doesn't apply to the ghosts (noting he's not a 'ghost'
and is in color and can directly effect people/objects, unlike ghosts
I believe).

I think that's all of my question. If anyone could provide that
passage (and where it's located) I'd be very grateful.
