  Linda(Me):

        I always thought that access to both Diagon Alley and 
platform 9 and 3/4 hinged on awareness and intent. My take on the 
original excursion into DA by the Grangers was that it was 
facilitated by the acceptance letter from Hogwarts. By the same 
token, no one can get to the Hogwart's express unless he/she or 
someone in their charge is either in possession of a ticket or a 
returning Hogwart's student. I have also long held the opinion 
thatwhen a fledgling wizard of muggle parentage receives their 
firstletter from Hogwarts there must be an accompanying letter for 
Mom and Dad, explaining how to get supplies, get on the train, etc. 
IMO
