Moody was an Auror, so he had plenty of qualifications for the job.  
Just because Fake Moody/Barty Jr took his place doesn't mean that the 
real Moody wasn't qualified.  IMHO he was probably highly qualified 
for the job.

Lupin's time between his graduation and Harry's year 3 hasn't been 
expanded by JKR, but by going what he taught, he was also extremely 
qualified for the job.
