I would say Hagrid has(or had?) the *potential* to be a pretty good 
wizard.  But I believe there's an interview quote floating around out 
there in which JKR said that Hagrid will never be the wizard he could 
have been, because of being kicked out of school when he was only 
half-way through.

Though, perhaps we'll see more of Hagrid's potential if he ever gets 
a new wand...'course, he might want to keep his old one for 
sentimental purposes. =P
