Hi, I don't think the Minister is in the Dark side but that he's 
kind of blind and naive. He said in GoF, when Harry told him all the 
surnames he heard Voldermont saying, that all those men were cleared 
time ago, so in my opinion he doesn't think something bad is going 
to happened; he doesn't believe that Voldermont came back to life. 
Besides all that, I think he's a bit coward because he called the 
dementor for his own protection when he heard a lunatic was there.
