Is anyone else suspicious of C. Fudge- The Minister of Magic

I've just joined this group and I was wondering if any one suspects 
the Minister.  In the GoF, he was kissing Malfoy's (a known dark 
wizard) butt at the World Cup. -AND it was just a little too 
convenient that he brought along that Dementor for protection.  
Doesn't that thing need his permission to perform the kiss?  I think 
he's hiding something.
