Me:

Harry recieved the Marauders Map in Book 3.  Fred & George passed it 
to him in order to let him sneek out of the castle to visit 
Hogsmeade. 

Fred & George snatched it years back from Filch's office.  How 
exactly it landed in Filch's office isn't exactly known.  Just 
guesses there.
