Yes, I too, thought that Harry being able to see the Thestrals only
after Cedric dying didn't make sense. Because not only does he
remember the flash of green light from the curse that killed his
mother, but he *heard* her being killed, as he is constantly
reminded of when in the presence of the Dementors (CoS. When he's
around the Dementors, he hears Voldemort killing his mother, so he
must have been right there next to her; I always imagined that Lily
had been holding him in her arms to protect him... But say she
wasn't literally holding him, and he was, like, lying on the
changing table, or his crib, or something, and staring at the
ceiling, as babies usually have to, I mean, that's close enough, I
would think, for him to have been able to see the Thestrals from the
beginning.

Wait, but he did see the green light, so he couldn't have been lying
on the changing table staring at the ceiling. So if we're to assume
that he couldn't see the Thestrals because he didn't actually
witness the exact second his mother died, well, I think that's kind
of niggling; I think being right there and hearing it should have
counted.
