Someone mentioned that the place they were in was the Death Chamber.  
Since we know that they hold all of the trials, and there was a dais in the
room 
(presumably for decreeing a sentence of death/verdict of some sort), maybe 
they tell people their fate there, and if they're supposed to be killed,
they walk 
behind the veil.  Or am I confused and the WW doesn't use the Death Penalty,

only Azkaban?


Or, MAYBE since Luna made some comment about people being behind 
there, it's just kind of the "gateway" to the next world, and Harry and Luna

could hear the whispers of their parents and the others heard nothign 
because no one of any great importance was awaiting them in the next 
world?

Now me - OK sorry for the vast amount of included text but I think it's all
relevent.

I don't think the WW has the Death Penalty or the Lestranges would surely
not be languishing in Azkaban (not that they are anymore)

I think that Luna is right and it is a kind of gateway to the next world and
that the voices were the spirits of deceased wizards and witches coming
through from beyond the veil. I have a theory but I want to put in a couple
of warnigs first - 1, I in no way expect this to actually happen although I
do think JKR will cover the Veil in a later book and that there was a really
good reason why she killed him (no idea what it is though), however I don't
think it contradicts anything in canon so far. 2 - I am a Remus/Sirius
shipper and the idea of him being dead is so horrendous that I am currently
cruising down the River De Nial on my ship so don't expect this to be
unbiased.

If the Veil is the gateway to the next world then what would normally happen
would be that the person would die and their body would remain while their
spirit ended up beyond the veil, therefore if Sirius had died what I would
have expected to happen was his body to carry on through the arch and fall
down dead the other side (a la Buffy end of Season 5). Personally I think he
was alive, if unconscious, when he went in because he wasn't hit with a
green AK curse. Therefore I believe that Sirius isn't in fact dead as Remus,
Albus, Harry and the rest believe but trapped in this other realm. I would
very much like to see Harry and some others try and rescue him.

I do think it's possible that Harry might end up having to go through that
arch at some point in the future in which case perhaps that's why JKR did it
- Sirius will be his guide maybe?
