I posted this on OT earlier but I'll paraphrase/repost some of it 
here.  

Unless there's another reason that Filch's broom caught fire other 
than swatting at fireworks, then it has to be Dudley, IMHO.

The only reason I'm thinking this is because he was accurately able 
to describe what the Dementors felt like. I don't know if he 
actually SAW them, but he felt them and IIRC they were bringing up 
bad memories for him. If I also remember correctly in PoA, it's 
mentioned that Muggles can feel the presence of Dementors in that 
they don't feel as happy, but I was under the impression that only 
wizards were suseptible to the other effects.
