I vote for this one.

This is likely, too.
I looked up some links, real world schools and how they do it:
http://www.stwolstans.com/prefects.html
(scroll down to link on how they are selected, near the bottom -- I could have shared that list directly but I thought the picture with the uniforms might be of interest also).
http://www.pfs.edu.my/school/prefects.html
http://www.singapore.edu.hk/Department/Discipline/PrefectsInvestiture.htm
this one mentions parents being proud that their children are chosen
The above are about prefects. Head boy/girl was harder to find. Most of the references I found seemed to be more like a Most Valuable Player, someone who had distinguished him or herself in a particular sport.

this doesn't give much info but doesn't seem specifically sports-related, at least
http://www.sjr.mb.ca/JSchool/Stuwork/2000-01/Compclub/Dining.html
this mentions preferred seating in the dining hall, obviously not applicable to Hogwarts but interesting nonetheless
http://www.bayfield-high.school.nz/parentinfo/parentinfo.htm
the relevant section is "School Council" though "Houses" is also interesting, and apparently unrelated?
http://www.netcentral.co.uk/~sandbach/dates__times.htm
scroll down to "Prefects" near the bottom, this was the closest I could find to how prefects and head boy positions might be related
I'm sort of assuming JKR takes at least some of if from how actual schools do things, though that may not be true, of course.
