I don't think Percy was boring or non-adventurous as Head Boy. One of 
my favorite Percy scenes is the one in PoA after Sirius has slashed 
open the picture of the Fat Lady, and everyone is just milling around 
wondering what to do. Percy pompously blusters his way to the 
front  "I'm Head Boy...", but as soon as he sees the situation, his 
tone changes, and he becomes all business. "Get Professor DUmbledore. 
Quick". Everyone else just lost their heads and acted very Goyle-
like.  "Derrr... painting's slashed, can't get in, now what?" Percy 
was the only one who saw the situation, assessed it, and provided a 
solution.

Harry is a quick thinker with good instincts in battle and on the 
Quidditch pitch, but in everything else, he's a poor decision maker. 
He's too impulsive, and swayed too easily by his pride and emotions 
to be an effective Head Boy.
