My mouth dropped open when I read about Harry using one of the Unforgivable
Curses. At that moment, I guess Harry didn't care about the implications any
longer. On the other hand, I don't think Harry's Cruciatus Curse would cause
a lot of pain, since more high level curses (I regard the Unforgivables as
difficult magic) require more powerful wizards to perform them effectively.
I can't help wondering why Harry didn't reflect on his use of Cruciatus.
Also, nobody asked him why he used an Unforgivable on a fellow human being.
Wouldn't the MoM know about Harry's 'misconduct'? He cast a Patronus in
front of Dudley and an owl was sent. He used Cruciatus in the MoM and no-one
noticed it? Doesn't make sense to me.

I'll stick with the impact theory. Sirius, who was James' best friend, was
Harry's only living relative (there is no love lost between the Dursleys and
Harry, and I regard godparents as relatives) and to lose him would give a
much deeper impact on Harry compared to other characters dying. Hagrid was a
friend. If he were the one who died, Harry wouldn't have felt such a great
loss as compared to Sirius dying.
I'm afraid that Harry would have to carry the guilt for the rest of his
life. Poor Harry.

Like it or not, JKR portrays the government so accurately that it's funny.
Fudge, like your everyday politician, likes to deny bad publicity for the
sake of his reputation.
