New characters

I was surprised by the sheer number of new characters introduced in 
the few chapters of the book. Usually JKR mentions her characters 
well before their first significant appearance (remember references 
to Susan Bones, Mundungus Fletcher and Firenze as far back as PS, 
even Bode, who's part was small had been mentioned in GoF) but some 
characters, especially Tonks, Luna and Kingsley seem to have appeared 
out of thin air. 

Having said that I really like Tonks, and I think her connection to 
Sirius, and of course therefore to Bellatrix and Narcissa is not 
insignificant. I find the fact that Sirius actually mentions that her 
mother (Adromeda was it?) was his favourite cousin might be 
significant later also.
