I figure Snape is a semi-pure blood family.

Harry Potter's father James doesn't necessarily have to be a pure 
blood or a Muggle Born.  The Potters, which isn't a very wizardly 
name could very well be a family that simply regularly interbred with 
or interbred on occasion with Muggles.

The sorting hat certainly hints that most Slytherin are pure bloods 
but it also strikes me there have to be other factors involved too.

Though like all "royalty" its possible that there's a much larger 
base to draw from than just England. Its possible Severus's family 
isn't related to any other because they immigrated from other parts 
of Europe or another country recently geneologically speaking...or 
quite simply his family isn't noticible by the rest of them.

One thing to note is there are only 4 choices for the Sorting Hat to 
put people in.

Harry was almost put in Slytherin after all and his mother was Muggle 
born.  There are many people in this world and presumably the 
wizarding world who can't be defined simply by one 
word "Courage", "Compassion", "Knowledge", or "Cunning"

We have no reason to believe Wormtail wasn't in Gryffindor and he 
certainly became a sneaky slytherin.  Its probably Lockhart wasn't a 
slytherin but a Gryffindor by his behavior and we know how he turned 
out.

While I pity the poor fool who ends up in the house a very 
cunning "Walstreet executive" type's son would probably end up in 
Slytherin even if he is Muggleborn.

Its just that his Slytherin qualities outweigh any others.
