I really don't know much about the UK prefect system, but in 
Australia we have houses (four of them), and in each year level you 
have a male and female house captain for each house (similar to being 
a prefect) and then in year 12 (last year of school) a male and 
female school captain are chosen, in addition to the house captains.

In this situation you do not have to be a house captain to become 
school captain.  Infact, I don't think you are allowed to be both 
house captain and school captain at the same time.  If the 
prefect/headboy/girl system in the UK is the same as the house 
captain/school captain system in Australia, then Harry could very 
easily become Head boy without ever being a prefect.
