Bear in mind, different schools have very different systems across Australia - I'm familiar 
with about six different systems in schools I work with in Melbourne, alone.

But the prefect/head boy thing threw me through a loop though, so I've been checking 
some details on how those six schools do it here (all six have a prefect and head 
boy/captain system).

In two cases, the 'Head Boy' role must be taken by a prefect. In three cases, it doesn't 
have to be - but it generally is. In the sixth case, while the Head Boy doesn't have to be 
a Prefect prior to becoming Head Boy, they become a Prefect at the time that happens, 
if they weren't already.

How Hogwarts does it, remains to be seen - but there's plenty of possibilities.
