Wouldn't a ceremony with all of Sirius's friends and well-wishers be 
a perfect opportunity for a mass-assassination of the Order?  That 
would be my main reason for not having one, if indeed they didn't.  
Perhaps they had one but didn't tell Harry about it, or maybe they 
want to wait until later in the summer (a ceremony linked to the 
Solstice, maybe.)
