Question: Did this issue actually get explained or not? Is there any 
description on the desitiction (in Rowling's world) between ghosts and poltergeists?

Yeah, Harry talks to Nick about it at the end of the book. No Ghost-Sirius. (But the issue of the difference between ghosts and poltergeists is not addressed.)
