At the time of Sirius's death, he was supposedly still a ruthless 
criminal at large.  Admitting that he was present, fighting, and 
dying on the behalf of the good guys would open up a whole can of 
worms that the ministry probably wouldn't want to deal with 
(especially with the absence of a body).  Also...another war is 
starting.  Anyone who was friends with Sirius or who cared that he 
died is currently VERY busy fighting LV.  I suspect that once the 
war is over and everyone gets sorted out, they'll take stock of the 
comrades they lost accordingly.
