Because the Veil and Arch are in the MoM and because of the room
description, I thought it might be a way wizards had executions.
You know, with a gallery of onlookers and witnesses. And maybe it's
in a state of ruin because it hasn't been used in so long. The
wizard community seems to not have a death sentence now, but maybe
they once did.
