I think the fountain showed a witch and a wizard being adored by a
bevy of "lesser" magical creatures, right? The lie is that these
creatures are all happy and adore wizardkind, IMHO.

If they had retrieved their broomsticks earlier, Umbridge would
definitely have punished them, most likely severely, possibly with
suspension or expulsion. They only took the broomsticks back when
they were using them to drop out of school, and thus no longer under
Umbridge's jurisdiction.
