I agree that unbehavior abounded. But lets not forget
this happned during Voldemort's reign of terror. They
were probably loathe to expell anyone, because
Hogwarts was a safer place.
But I still have trouble believing McGonagall and
Dumbledore allowed things like that to happen. But
there is just no way they could have been unaware of
it.
