Not necessarily, IMO.  First, if the old Fanon theory that Voldemort 
was killing off all the Potters because of the Heir of Gryffindor is 
still alive (possible, even though we heard nothing of it this 
book), it wouldn't involve Lily's family.  Dumbledore has said at 
least a couple of times that he didn't want Harry growing up in the 
WW because he wanted to spare him the notoriety (sp?), so it is in 
fact possible that Harry has magical relatives somewhere, through 
Lily's bloodline.  IMO, of course.
