No: HPFGUIDX 62357 Maybee im wrong but in OotP Malfoy threatens to take house points off because he is a member of the 'Inquisitorial Squadron(?)'. It is then noted that prefects cant take points off. Yet on CoS Percy takes points off Ron for being in a girls bathroom whist 'fingering hs prefects badge' - he isn't even head boy yet.
