No, I don't believe that's it.  Harry is getting his re-inforcement 
on the blood spell.  LV is not & he doesn't know he needs to.  So, 
basically, the blood charm will no longer work for LV once a year has 
passed and he hasn't had his re-inforcement at the Dursley home.

LV won't be able to touch/hurt Harry like he thinks he will be able 
to.
