Agreed, and I think that JKR is trying to make the point that 
sometimes people in officialdom, whose jobs are to protect the 
public, can be just as dangerous as the horrible, evil enemies those 
officials are supposed to protect the public from.

Umbridge immediately made me think of U.S. Attorney General John 
Ashcroft, who is not only racist, sexist and anti-gay, but is on the 
warpath against anyone who does not agree with his extremely 
conservative fundamentalist Christian views.  Many of the decrees 
from Ashcroft's office are made under the guise of fighting 
terrorism.  Personally, I find Ashcroft to be at least as much of a 
threat to my well-being as Saddam Hussain or Osama Bin Laden.

Umbridge is the same.  She may not be a Death Eater, but she is at 
least as dangerous as Voldemort, and during the course of OoP, 
actually did far more damage.
